The Collapse of the 28-Clause Peace Proposal for Ukraine: Why Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the tension triggered by the announcement of a new 28-point plan for ending the war appeared – momentarily – to have been contained. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of missile and drone strikes on Kyiv.

The Cycle of Negotiation and Warfare

The succession of conflicting incidents captured the harsh reality of the outgoing year. By day, negotiation efforts are fought: positive announcements are issued from various governments. Immense energy is devoted on containing particular approaches. By night, Russian leadership clearly shows the world that, for them, military action persists as the key method for achieving "resolution".

Nighttime Reality

As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor rocket firings from enemy soil, a ability provided through current data. From witness perspectives, military aircraft that had been deployed to engage hostile guided weapons streaked across the sky – modern combat jets provided to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems activated: several firings targeted at a hostile projectile. This was a advanced protection mechanism at work, presumably delivered by allied countries. Every launch shakes the surroundings, causing tremors. The moment of terror quickly transforms into sober acceptance: maybe the hostile projectile won't hit its mark this time, protecting urban areas from ruin and additional electricity failures.

Continuous Dangers

Not long after, a heavy machine gun engaged a drone somewhere nearby, part of a defensive team – almost certainly allied-provided weaponry. Regrettably, the shots failed to hit the opposing UAV – it maintained course toward its objective.

With pauses, this persisted until dawn. Kyiv awoke to the early updates: seven people killed, devastation and utility failures in multiple buildings as a result of the evening attack. As customarily, everyone still went about their day – enduring hostilities. But those full day illustrated Ukraine's critical military reliance on external assistance – a reliance that regional partners are evidently unprepared to fill in the immediate future.

Unsuccessful Negotiations

The 28-point plan from American leadership generated strong feelings, discussion and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new initiative from American administration follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually achieve victory. This pattern will, no doubt, endure.

Political Considerations

It is convenient to criticize certain parties of consistently pushing Moscow's conditions. But that does not seem to be the whole story. US administration works based on a premise understood by experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The American government presumes that it is unfeasible to pressure the Kremlin to relinquish the land that it already controls in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, Washington does minimal to deter Moscow, through diplomacy or military means, from assuming that the current condition will not change more in its benefit in the near future.

Opposing Positions

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its allies are nearing depletion. Their incentive to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's government remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing lives and land but preventing a entire defensive failure until circumstances change in its benefit.

Current Realities

Factually, there are no actual prerequisites for a armistice. Now, subjective factors are coming into play: personal goals to mediate resolution and secure international recognition, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unsuitable, so that their focus does not shift toward domestic problems. And although their task will now be considerably more difficult after current events, it remains very improbable that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Assessment and Future

It took a mere seven days to kill the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, recent disclosures, all did their job.

While new initiatives based on old ideas are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to modify developments, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, mainly require ongoing international assistance.
